Dark web, also known as the deep web is that portion of the internet whose content is not indexed by standard search engines and website.

It's because the government and the police force is unable to control it and bring it down when it covers 95% of the internet is only possible with the whole internet closing which is not a good option.
So, they try to keep it hidden rather than destroying it.
